Meeting called to order at 7:05 with pledge.

Mayor motions to table approval of January Meeting Minutes until further review. Seconded by Zach Nelson. Unanimously approved.
Special Meetings: Town of Rockville January 25, 2021. Present were Mayor Riley Bradham, Frank Thornhill, Zach Nelson and Henry Holst.
Meeting one at 7:01 PM regarding adoption of Charleston County Flood Ordinance 2124 Resolution Code 1252021. Motion to adopt was made, seconded and unanimously approved. Adjourned at 7:02
Meeting two at 7:03 regarding expediting approval of wedding buses for Hagood Wedding in April. Mayor provided photographs to council. Motion to approve was made, seconded and unanimously carried. Meeting adjourned at 7:05.

- WLPC: Henry Holst – Wadmalaw Island Land Planning was awarded the 2020 Planning Advocate Award by the South Carolina American Planning Association. Plaque to be given at next WLPC meeting.
New Business:
Town Seal is required. During submission of the Town’s recent Resolution, the issue arose. Seal is needed to authenticate such documents. Must be trademarked with the State. Existing letterhead/signage does not quite fit the requirement. Click Communication to help with design.
Old Business:
Mayor stipulates for Council a small shipping fee was incurred at UPS to assure that the Resolution Minutes made it to the DNR by the end of January.
Town Attorney bill due for the Ball matter.

Ed Lipfert to be reimbursed for training.
Grace Chapel road is a state of disrepair partially due to the frequency of construction vehicles and the rain. Mayor has instructed Daniel Hatchell to look and advise on repair which will probably include adding sand.
Moratorium on building in the historic district suggested by Dr. Linton and Linda Folk with the Council in full agreement at previous meeting. This Moratorium would allow DRB to improve language in the UDO as to how the DRB handles issues with historic homes. Four months has been suggested to develop better codified laws.
Issues to be considered:
What determines an Historic Home?
How is Moratorium defined? What exclusions are to be considered?
Henry Holst notes that he has reached out to Historic Charleston who have in turn spoken to Joel and Sally with Charleston County about the suggested Moratorium. Possibly have Joel come to a Town of Rockville Council Meeting to discuss and give professional analysis or write a letter.
Zach Nelson suggest inclusion of language to allow BZA to review any changes or challenges that arise during the Moratorium? Also allow all permitted projects proceed?
Mayor comment: Could the Moratorium only pertain to outer envelope? DRB business only?
Adam’s Residence is still wasting. Mayor has communicated with the sons who are encouraging their parents to sell. Homeowners are not responding. Town to revisit the conversation of a creation of a law to allow the Town to deal with such issues. Charleston County laws to do not apply here. The ramifications of the Town getting involved are numerous. Financial liability being one of the major ones. Creation and enforcement of a law as well and the future use and abuse of such a law in a draconian manner. Potential of a lawsuit? Are there Liens on the property?
Zach Nelson suggest having John Hope do a safety inspection.
Plan to also discuss this issue with Joel from the County.
Cones are gone again. Option may be to install permanent cone that would be drilled into asphalt, like you would see at the airport. Improve signage and resort to a seasonal cone is another option.
