Rockville Town Council Meeting Minutes

June 21, 2021 7:0 P.M.

PRESENT: Mayor Council: Riley Bradham, Zach Nelson, Henry Holst. Frank Thornhill and Town Clerk Colleen Key

ABSENT:  Allen Holmes

Meeting called to order at 7:00

Other Present: Whit Smith, Preston Wilson, Kathy Salmonowitz and Joe and Jaymie Spectre.

No changes to agenda. No time requested.

  4. DRB: No one reporting
  5. WILPC: Henry Holst – dirt road past Community Center is deteriorating. County does not maintain.

Old Business:                                            

Womble Bond and Dickinson legal fees are due $665 for Ball matter.  Also, a bill for CDH Tree Service for road maintenance.

Adams Residence is still wasting. No response from the family after owner has passed away.  The Town is moving forward with condemnation efforts, with County assistance. Town to pass ordinance to adopt the County regulation and invite the County in to manage.  Mayor to follow up on template for ordinance which has been previously requested.

Rockville certifies its own Election.  Voting record as supplied by County is submitted to Mrs. Linton and Mrs. Smith who in turn writes a letter to certify.  This letter must be hand delivered. Rockville is one of 3 Municipalities in the State that does it this way.  Mayor proposes that The Town take themselves out of the process and allow the County to handle going forward (like the rest of the State does it) Must pass an Ordinance to allow the County to certify.  Town to run ad to allow County to certify elections.

Second Reading Town Budget Ordinance 4192021

Income:  $43,182.21

Expenditures: $45,449.92

Mayor motioned to adopt. Zach Nelson seconded.  Unanimously approved.

Kathy Salmonowitz inquires as to the status of the previously proposed Building Moratorium. Mayor comments on the origin of the moratorium with regards to the past issues with a Town resident renovation’s plans and DRB approval of those plans. The matter is in the hands of the DRB. For the record, as of this June meeting, three months after the topic of the moratorium was discussed, there has been no presentation from the DRB, slowing the momentum of any push to have a moratorium come to fruition.

Preston Wilson asks about the Town’s jurisdiction with regards to the proposed moratorium and how would such a moratorium be enforced.  Mayor comments that a template for the moratorium has not been presented yet but suggests it should have specific criteria. 

Question was asked about status of Road Maintenance Grant. Mayor replies that the Town is waiting on the County official plan, but communication has remained constant. 

Whit Smith asks about potential a No Wake Zone on Bohicket Creek in front of SIYC/ Town Residences.  Offers to discuss issue with Chip Campsen at an upcoming fund raiser. Mayor reiterates the complicated and lengthy process to have the No Wake Zone implemented but welcomes potential support to advocate for the cause. 

Preston Wilson expresses concern over DNR presence at The Rockville Regatta indicating that spectators feel frustrated with being harassed.  Mayor comments that the Regatta is large source of revenue for DNR.  A push back on their patrol may result in the permit for the event not being issued.

New Business:

Proposed Jet Ski operation at Bohicket Marina which is under new ownership. The Town expressed it’s concerns and emphasized its mission of conservation and preservation. Mayor spoke with new owner, Mike Shuler who took the Towns position under advisement and ultimately decided to terminate the lease with the Jet Ski company. The Town looks forward to great working relationship with the new owners of Bohicket Marina.

A closure of SIYC Rd has been a topic of discussion amongst Town residents, Town Council opposes as the road is part of a public easement.   A gate would be an unsafe option.

Whit Smith asks if easement is recorded for public record?

A title search may be required to verify.
