Rockland -Mayor is waiting to hear back from Buck Dukes from the County who is seeking funding for road repair. Town may have to contribute financially as well? Proposed plan is to bulldoze and create a new base of mixed material, grade, steam roll and crown so that it will drain properly.
SIYC Rd – Ongoing talks with Yacht Club to financially contribute to road maintenance. Possible percentage of town road costs. Their Board will discuss at their July meeting. Potential Repairs include adding dirt and crowning the first 750 feet, middle seem to take care of itself and last third of road needs dirt and crowning. Charleston Green to quote. The Town is moving forward with plan to work on midway from the last curve to the Yacht club all the way wrapping around to the easement basically around the Linton’s yard to be raised incrementally which should make it easy to maintain itself. Additionally, the conduit in the Linton’s yard will be replaced for proper drainage.
Long term plan for SIYC Rd may require spending a lot of money at one time. CDH’s recent repairs basically washed away. The road is private and does not qualify for any County funding. A suggested fix would be to add aggregate to the road, not a lot, but enough to hold the dirt together. It would then maintain itself, but it would change the look of the road. Linda folk comments that the church sheds water downhill washing the road away. Frank Thornhill notes that there will be a cause and effect of every move that is made regarding repairs of the road and the big picture should be studied. Charleston Green to Estimate adding the aggregate. Properly built, the road should just need motor grading a few times a year. Meanwhile Council to feel out the neighborhood response to a change of the look of the road. Linda Folk mention that the landscapers are blowing dirt out of the road weekly. Mayor to follow up with homeowners and ask them to ask crews to not blow the fines out of the road, which has been complained about by more than one person.
Linda Folk comments that the postal delivery person is inadvertently digging a ditch in the road in front of her house at her mailbox when delivering the mail. She is driving too fast in general. The Postmaster has been contacted, Mayor to follow up.
Preservation Ordinance – Planning needs to review. Town reviews after, sends to County and Town Attorney. Then becomes an Ordinance. Historical district needs to be defined clearly, either by age and/or location. !950 suggested by Whit Smith.
.
Comprehensive Plan – County to review. Mayor will follow up.
Henry Holst asks about special events permitting as was previously discussed. For example, 100 people or more would require a permit. Potential Fee? Mayor points out the Town then becomes liable if they are “Permitting” an event. Clean up and road blockages could be on the Town. And how would it be enforced/ tracked? Ultimately the Church and the Yacht Club have the most events. More than likely such an endeavor would be too onerous.
Whit Smith asks would aggregate be added before the Regatta? Ideally yes, per the Mayor. Frank Thornhill suggests conversely wait until after Regatta so the road doesn’t get torn up with all the traffic? Tammy Bazzle comments weather patterns might should be a consideration? TBD.
Mayor Motions to adjourn 8:15, seconded by Frank Thornhill.
