February 18 2025, 7:00 P.M.
PRESENT: Mayor Council: Riley Bradham, Tammy Bazzle, Henry Holst, Whit Smith, Frank Thornhill and Town Clerk Colleen Key.

Mayor notes check written last month not on record as there was no meeting. CDH – $1460, SCMIRF $2250, Click Communications $795 as well as Clerks checks. Motion to ratify. Seconded by Frank Thornhill. Unanimously approved.

- WILPC: Henry Holst – Chili cook off was a success, raising $3500.
Group trying to start a waterski school has now offered to reduce size of dock and limit to private use, a change from the initial plan. Mayor asked if the property owners were relenting on commercial zoning? Henry reports that was unclear based on letter submitted to WILPC. Mayor points out that if any fees are charged for training it becomes a commercial venture.
Community Emergency Response Team is seeking volunteers. 30-hour course. 15 people needed to warrant a class being set up. The training program would prepare local residents to act if and when professional agencies are not immediately available.
Old Business:
Roads: SIYC road needs some work. Whit Smith has researched how much dirt is needed for repairs Grace Chapel will be heavily traveled with some upcoming construction scheduled on a house on the street. The idea of a usage fee should be considered. Contractors could be charged monthly while working in the Town. Mayor to consult County officials on reality of such a tax. Frank Thornhill notes that the criteria would need to be considered….a simple home repair should not apply.
Mayor states that John Smoak, from Charleston Green, is attending the meeting to discuss options for Rockland Ave which has been repaired by the County, but still needs to be crowned.
John mentions that the Yacht Club is open to also paying a usage fee as previously discussed. He goes on to comment that Rockland clearly was not crowned properly and now has a “belly”. Dirt has washed to the side. Most of what is needed to repair the road is still there. Top dressing with an aggregate would be helpful. The aggregate may already be there as well – the existing macadam base. Some structural fill dirt may be needed. All debris needs to be removed, a crown created and then with a roto tiller type machine, grind and mix materials, then rework and compact with a vibratory roller. From there, regular maintenance will be required. Finished product should look like a dirt road with a bit of rock in it. Charleston Green to estimate project after taking core samples and other measurements.
Frank Thornhill asks if the Town can go back to the County for repairs. Maybe not as the County signed off on the original work?
SIYC Road – Town maintains the first 750 feet. Last section is in an easement and is in need of material. Whit Smith has researched the elevations in 50 ft sections on the last section of the road based off of the slab at the bottom of the steps at the Yacht Club. To summarize, anywhere from 4 to 12 inches of dirt is needed in different sections. Adding dirt may affect the Linton property and culverts may be required. Henry Holst asks who would maintain culverts? Charleston Green also to research and estimate these repairs.
Frank Thornhill asks if there are any temporary repair options that could be done to Rockland in the meantime. John Smoak suggests motor grading as a band aid. Charleston Green or CDH to be contacted.
Audit completed. No issues found. Moving froward no large government audit is required. Town may still do private audit just for transparency.
