OLD BUSINESS:
Rockland and SIYC Road issues. Sam Smoak, Charleston Green, discussed problems and suggested the following course of action.
Rockland: Rain and traffic has washed the road out. Driving lane lower then shoulder. Remove organic material and bring to center. Crown road/ bring shoulder down. Top with sandy fill so water can drain. Possible aggregate substance, in sections, to cut down on future maintenance. Once crowned, potentially the road may only need to be graded yearly. Dirt on Joanie’s side.
SIYC Road: Rain and traffic also deteriorating this road. Crown road in sections. Bring in shell sand for top/ fill. Crushed concrete at asphalt entrance.
Mayor requests the project to be priced in phases. Initial phase would take 3 days +/-.
1.Rockland all at once (fill and crown)
2. Clear shoulders / grade
3. Add dirt to grade
4. Crushed concrete at SIYC Road entrance from asphalt
Zach Nelson suggests setting up a road maintenance fund in QuickBooks.
3 to 5-year plan with yearly maintenance. 4-6 times a year.
Pricing forthcoming.
Mayor suggests start with Rockland ASAP. Fix holes.

Debt request from treasurer office. Rockville has no debt.
Scenic Byway resolution has been sent in.
Container Ordinance is zoning issue, must follow procedure, which involves sending the town’s proposed ordinance to Planning Commission for their analysis for it to be returned to Mayor Council. BZA ordinance to have committee reduced from 5 people to 3 is still pending.
Tort Insurance changes are still under review. Coverage limits to be discussed. Mayor is completing the required paperwork.
NEW BUSINESS:
Barnwell trash pile. Complaints were received. Leadenwah Landscapes responded quickly and removed debris.
Create in QuickBooks (only on paper) a road maintenance fund at $50,000 and Storm Relief at $5000 -10,000. Funded monthly
Upgrade signage possibly.
