Council Meeting Minutes Monday December 17, 2018 7:00 pm

PRESENT: Mayor Council: Riley Bradham, Zach Nelson, Henry Holst, Allen Holmes and Town Clerk Colleen Key

ABSENT: Frank Thornhill

Meeting called to order, with Pledge, at 7:11

Mayor reviewed previous meetings Minutes.  Motioned to pass.

OLD BUSINESS:

Tort Insurance.  Was $6000-7000.00.  MASC offers huge savings-$2700.   IRF to prorate premium.

Website under construction.  Town Clerk to be trained.  Need emails for council members.

Town budget is pending.  Potentially, Charleston Green will provide 5 year road maintenance plan for SIYC Rd., Rockland and Grace Chapel Rd. Scope may include motor grade, crown, top dress and/or even rock.  With a goal to improve and not necessarily change.  Meanwhile, was discussed to have Dink also perform maintenance. 

Container Ordinance – Discussion continues.  Existing structures to be grandfathered in. Possibly new plan too stringent for commercial entities. Exceptions maybe be specifically named in ordinance (Boat yard, Greens, etc.) Maybe not extended to new owners.  A Whereas clause indicating that “except and unless as relates to construction” situation.  3 month limit? Exceptions may be linked to zones.

Possible Ordinance to reduce BZA from 5 to 3 to achieve a quorum.

Mayor motions to draft 2 Ordinances regarding BZA and Prohibition to Shipping Containers.              

NEW BUSINESS:

Clerk needs office supplies.

Maybank Highway, Bears Bluff and Hart’s Bluff may be named as a Scenic Byway .

Pros:

Embolden conservation efforts. Creates an obstacle for development

Mayor motioned to support Scenic Byways Resolution.  Henry Holst seconded.

Law suit involving coastal municipalities and Secretary of Commerce Department regarding offshore drilling and the Town of Rockville’s stance on the topic was discussed.  Upon reviewing the details of the impact of drilling on the environment and the economy and considering the “nothing to lose “ of the suit, Mayor motioned for the Town of Rockville to enter the lawsuit with the multitude of other South Carolina coastal municipalities. Motion seconded by Henry Holst
