Rockville Town Council Meeting Minutes
July 20, 2026, 7:00 P.M.
PRESENT: Mayor Council: Riley Bradham, Tammy Bazzle, Frank Thornhill, Henry Holst and Town Clerk Colleen Key.
ABSENT: Whit Smith
Meeting called to order at 7:00
Others Present: David and Cindy Wofford
No changes to the agenda. No time requested.
Mayor motions to approve prior Meeting Minutes. Seconded by Henry Holst. Unanimously approved.

Roads YTD- $29,752
Clerk comments on Quickbooks upgrade. Annual fee of $704 for Essentials Plan which includes more reporting options, 1099 creation capability and multiple users versus the less expensive plan. Clerk to work on the integration process.
Mayor notes that it might be an appropriate time to move excess Town funds from the checking account to the LGIP account as a security measure and for interest earning potential. Motion to transfer 50,000. Seconded by Frank Thornhill

COMMITTEE REPORTS:
- Planning: No one reporting.
- BZA: No one reporting.
- Code Enforcement: No one reporting.
- DRB: No one reporting. DRB clerk has moved away. New clerk may be needed.
- WILPC: Henry Holst- Last meeting was canceled and there will not be one in August. Next meeting September.
New Business and Old Business:
Tree removal was finally completed. Mayor issued check #1464 to the contractor, Martinez. As was initially estimated, the fee was $5000. Motion to ratify payment. Seconded by Tammy Bazzle.
Mayor is still communication with the County on future tree removal decision making parameters, in that the Town would like some dominion over granting tree removal permits. The County currently seems against Town autonomy in this matter. Mayor will investigate further as the main issue is that the County is slow to respond.
Roads are currently in good shape. SIYC may need grading. Mr. Wofford suggested adding shell sand as the current material is dusty. Mayor notes that as of late, shell sand is difficult to come by. As soon as some becomes available a top dressing of shell sand would be the plan. Grace Chapel may need attention/material. Rockland doing well.
New Town attorney will be Mac McQuillen. Mayor is in contact regarding the Historical Preservation Ordinance review. Once a review is complete, Ad will be run in the newspaper. For record this will affect houses built before 1950 and seeks to preserve the outer architectural envelope of each home. No more than is already afforded by our statutory DRB guidelines, but with a little extra clarity regarding procedure and modification of homes .
