- WILPC: Henry Holst –Joe Boykin attended last meeting and gave an update on upcoming road and hospital construction projects, which are currently in the permitting phase.
Frierson School starts 8/12 and is looking for volunteers.
Proposed 4th lane addition to Maybank Highway near River Rd was discussed. Projected to cost 7.5 million. The County currently has 4 million allotted.
New Business:
Town Council owes Church for rental of space for its monthly meeting. Clerk to look into what is owed. Mayor motions sign official agreement with Church and provide COI.
December 2025 party planned at SIYC. Mayor has advised party planners of the bus issue. Small buses (28 ft) ok. No full-size buses (40 ft). Motion to approve smaller buses for Young/Manuel event. Frank Thornhill seconded. Unanimously approved. Mayor has also followed up with Coastal Limo, the company providing the transportation.
Old Business:
Roads: CDH to repair SIYC rd. before the Regatta. Charleston Green also to complete their project prior to Regatta and will proceed to scrape Rockland. Mayor still awaiting response from County on their plan to fix Rockland’s botched road repairs.
Frank Thornhill suggests waiting until after Regatta for road repairs if the roads are not that bad currently? Probable rain and heavy traffic might erode any repairs. Mayor to consult contractors and make a call closer to event.
Comprehensive Plan – signed and executed. Now needs to go to County with small changes:
- Update wording – Design Review Board
- Update store status to open
- Town does not have no wake zone status
- The town of Rockville to work with the state and county for road improvements. Existing dirt roads should be preserved in keeping with the rural character aesthetic of the town
Historical Preservation Ordinance – State has designated the Historic District on its map which means, pursuant to the state and the town, you can’t come into this district and build a modern art masterpiece home next to an antebellum home because it wouldn’t be in keeping with the historic character but does not specify how historic homes should be maintained which is why the Preservation Ordinance is needed. Additionally, DRB’s proposal is somewhat different than what is on the state produced map. Town aims to avoid is a district approach that would place historic preservation impediments on a home built in the 1980s for example. Best plan is to use date parameters to define historic homes. DRB to define. County to approve, followed by public hearing. Whit Smith reiterates a past conversation leaning toward using 1950. Council to follow up with DRB.
Mr. Sean Hardwick (FL attorney) has applied to the South Carolina Department of Environmental Services, bureau of Coastal Management for a permit to construct an oyster reef for public use on 2741 -2755 Cherry Point Road, Wadmalaw Island on Bohicket Creek – basically right in front of the boat landing. Seems to be violation mitigation project. Dana Beach and others have taken interest in finding out more about the project. It’s proposed locton is not ideal for the Town.
Update on abandoned vessel – Chip Campsen drafted proviso bill and got $750,000 for aid in derelict vessels. Wounded Nature, a non profit organization, with Stevens towing will have the vessel on Bohicket Creek removed within about 120 days. To avoid this issue in the future the Town would need Seabrook to join in the drafting of an Ordinance to set regulations against abandoned vessels.
