  5. WILPC: Henry Holst – A fellow named Ryan attended the recent WILPC meeting to discuss a proposed 1600 acre golf course at the end of Tacky Point Rd. with proceeds from the golf course going to a children’s hospital? Supposedly it will only allow 15 players a day and 1 tournament a year. Up to 300 members. Potentially to include a home renovation as well. He also stated that the golf course would be watered with salt water. As more details unfolded about the project at the Point Farm Property it seemed that there was no coordination with zoning. Henry notes that it seemed that the proposal went over “like a lead balloon” with the 100 attendees of the meeting.

Nancy Maces office reached out regarding the ship on Bohicket Creek and indicated that a group of Veterans headed by a Mr. Shouch might be interested in salvaging the vessel with funding from a government grant.  As of this meeting there is no information on the status of those funds. The Mayor notes that DNR also applied for the same grant but was declined. The Town wishes to thank Nancy Mace’s staff for their ongoing support in this matter

New Business: 

Oyster Roast planned for next December at Yacht Club.  Bus planning phase is underway. The 40 ft buses utilized by Coastal Limo cannot make the turn and are too tall. The Mayor has advised the party planner of this fact. 23 and 28 ft shuttle buses do work.  For the record, the Mayor motions to accept the proposal by the party to use shuttle size buses and NOT the 40 ft. version. Henry Holst seconded.  Unanimously approved.

Old Business:

Code enforcement officer still needed. Does not have to live in the Town.  Mayor welcomes suggestions from the Council.

Roads – Rockland is in an unfortunate state after recent rain events.  Mayor is still working with Buck Dukes from the County who is seeking funding for road repair. Town may have to contribute financially as well.  Charleston Green looked at scraping the road, but once the utility locating was done, it was hard to discern exactly where and how deep the lines are buried which poses a liability issue for them so that is on hold at this time. Henry Holst asks about requirements for buried utilities, and the Mayor comments that there are none other than a depth requirement of 36 inches alongside DOT roads and the 36 inch requirement is subject to rock water and preexisting utilities.

CDH due to come work on SIYC Rd first 750 ft.  Charleston Green to repair and to elevate the rest of the road.  The project has been on hold as the impact on the Linton’s property had to be determined. The current plan is to put a conduit, a six inch pipe at a positive slope from the Linton’s property to the marsh and utilize a filter and small rock / silk cloth aperture right where the ditch is, where the Town road technically starts. A drainage point will be installed there and it will just drain straight into the marsh. Not a DEC issues because it’s a preexisting drainage spot. Now that a plan has been formed and Ok’d by Dr. Linton, Mayor motions to have Charleston Green move forward. Seconded by Tammy Bazzle Unanimously approved. Whit Smith asks has the Yacht Club contributed as previously discussed? Mayor notes not yet, but it is just a conversation that needs to happen. Mayor to follow up.

No Wake Zone in front of the village is still being discussed. The law doesn’t technically allow for it, but a variance in procuring one might be possible given the amount of traffic we have, the narrowing of the river, the public boat landing on one side of the town while not technically in the town. And then the private boat landing, which 400 some odd members use and the unique waterfront structures that we have and children swimming on docks, in addition to major property damage. It unsafe and is escalating every year. Mayor is currently working through the application process which will ultimately involve having DNR do a site visit/study. A seasonal no wake zone potentially at the very least. Public boating is part of the criteria.  Rockville’s waterfront’s proximity to Cherry Point certainly falls under “public boating”.

Planning Committee – Jimmy Folk, the Chair, has been ill so they have not met.  Town Council has been waiting on their approval of the proposed Comprehensive Plan. 

Greg Johnson introduced himself and filled Council in on future plans to repatriate the Carolina Gold Rice on Wadmalaw with John Smoak. Mr. Johnson has a background in corn and rice in TX, AR, NC as well as here locally. He has worked for DHEC with water quality studies and holds a graduate degree.

Mr. Johnson asked if it was possible for a resident to clean up the Rockville sign. Mayor welcomes any improvements. And in this same vein, the Mayor notes that the Council should consider a way to mark appreciation of residents being helpful to the Town. A tangible gift of sorts.
