Rockville Town Council Meeting Minutes

June 20, 2022. 7:00 P.M.

PRESENT: Mayor Council: Riley Bradham, Judy Suggs, David Dunn and Town Clerk Colleen Key

ABSENT: Henry Holst and Frank Thornhill

Meeting called to order at 7:00

MAYOR / COUNCIL REPORTS: 

Mayor to check on the Click communications payment that was returned via US mail. Believes that another check was already sent and received.

New Business:

Bittingham Group will perform this year’s audit.

Parking plans relative to Yacht Club events must be submitted to and approved by the Town and/or the Yacht Club. Mayor has conferred with the Commodore and had a pleasant and productive conversation. The Yacht Club will endeavor to reiterate to its members, when they rent the facility, that they are aware of the need for a parking plan that doesn’t hinder the ingress or egress of emergency vehicles in SIYC Rd. A series of recent events at both the Yacht Club and private residences led to a lot of overflow parking.  Town has noted the residents’ concerns and are working with the Yacht Club to create a solution currently. Town does not want to get in the business of managing parking (having cars towed away). The ownness should be on the Yacht Club, members, the Church, DOT etc.

Old Business: 

Thomas and Hutton Engineering Firm has submitted a plan for proposed repairs. Mayor summarizes for Council: Plans include roadway shoulder and regrading of existing road swales in certain areas. Macadam surface course or approved equal material, allowance for shell sand or similar material.  Erosion and sediment control measure will be implemented during construction phase as to minimize impact to existing right of way. Site will be fully stabilized after construction. Materials and labor are currently in short supply, so the timeline is not yet confirmed, but the repairs are still moving forward.

Henry Holst has continued pursuing plans for repairs to Grace Chapel Rd. Dirt is needed to cover exposed tree roots and some general maintenance is needed on the first 1/13 of the road. CDH Services has been contacted to provide an estimate. Mayor suggests approving a plan prior to next meeting as the repairs are required as soon as possible. The expenditure has become the new reality.  David Dunn asks if repairs would include the tree root problem.  Mayor notes that yes, CDH will come for the daily rate of $1250 and handle all issues.

Howell and Associates negotiations for Sea Island Yacht Club Road repair is ongoing.

Committee and Council members need to complete training.

STR Policy is in progress and should be ready to submit in the next few months. Mayor shared template with Council via email and would like to plan to discuss further when Frank Thornhill is in attendance, as he is well versed on the matter. Additionally it would be ideal for Henry Holst to attend as well as more than a 3-person quorum is preferred.

Adams House has sold.

Comprehensive Plan is ready to be submitted to County. Hopefully by next meeting Council will be ready to pass as an Ordinance. Can also add Chicken and Goat Ordinance

Judy Suggs asks a follow up question on committees’ clerk search.   Mayor responds that the Town approved a salary and that the hiring process is up to those committees.
