  5. WILPC: Henry Holst – The new fire chief attended the WILPC meeting to introduce himself and noted that if anyone needs a smoke detector installed or any other fire related advice, that the Department will make site visits upon request.

New Business: 

Bittingham – yearly audit – invoice is due $5000

COVID fund reporting is due. During Covid and under the Biden administration, the federal government sought to ease economic suffering that the Covid epidemic had caused and distributed funds to municipalities, including the town of Rockville’s. The funds as given by the federal government were earmarked as CO relief in as much as the town suffered. No direct government financial impact from Covid. Town declined the funds. Local government representatives contacted me and advocated strongly that we accept the funds, recognizing our fiduciary duty to our town and its residence. The Town accepted the funds of approximately $16,000 and we put those funds into our bank account where they remain. United States Treasury Department requires each town to account for the funds and how they have been spent. There is a federal internet portal for doing so which has been vexing. The Mayor has contacted Lindsey Graham’s office and Tim Scott’s office as well as the MASC for help with reporting. Clerk and Mayor to continue the quest to complete required reporting.

Old Business:

Roads – Tammy Bazzle procured an estimate for Rockland road repairs from a local contractor on behalf of the Town – approximately +/-$100,000.00.  

To recap – After receiving the 1% road tax funding for repairs from the County, Truluck Construction was hired to rebuild Rockland. In maintaining the road it has become it has become apparent that there is an arguable design flaw and that the aggregate base in the road does not allow for water permeability. The soil that was added to the top of the base has eroded and the town is challenged on how to maintain the road. 

Charleston Green owner and Town resident John Smoak, who has vast experience in road construction and Buck Dukes (title TBD) from Charleston County met on site and both agreed repairs are desperately needed. Mr. Dukes indicated that in his estimation, that a repair of the road would involve ripping the aggregate and the soil together and then reforming the road with heavy equipment IE motor graders and compact rollers. He indicated that by doing that we would have a rockier road, but a road that would maintain itself and that would be capable of being crowned and that this would be a long-term solution.  Mr. Dukes is going to speak advocate to the County on behalf of the Town .With rain pending, it is expected that the roads will become worse.

There may be temporary fix the road by grading it using an agreed upon contractor. Charleston Green has reviewed the problem, but stopped when they realized the severity of the situation Appropriately, they not want to move forward with grading the road and making it worse before the county expert can take a look at it.

SIYC Road – CDH to continue to maintain/repair to the first 750 feet. The section of the road that extends from the Presbyterian Church to just before the last curve on the road by the Ball’s house seems to take care of itself. The section of road from that last curve up to the Yacht Club is problematic and the easement portion of the road that extends from the end of Sea Yacht Club Road and the Yacht Club itself to right in between the Folk’s house and the Ball’s house.  This section is privately owned. The Town has historically maintained it for the benefit of the residents. Charleston Green can raise the elevation approximately 8 inches and repair for about $4500. The estimate includes prepping existing road hauling in offsite structural sand shell grading for positive drainage and compaction and crowning and building it properly. Mayor motions to have Charleston Green move forward with repairing Sea Yacht Club Road from the last curve before the yacht club all the way past the Specter’s and the Sosnowski home. Seconded by Tammy Bazzle.  Unanimously approved.

7:35 Executive Session – 7:45 resume regular meeting.

No action in executive session other than to discuss private matters regarding the Unified Development Ordinance that the Town uses and ways to improve it. Mayor suggests that the Town endeavor towards defining, drafting and adopting a Special Events Ordinance. Charleston County has one, but Rockville does not. Mayor to compose a draft. Henry Holst comments that a permit/fee could be required and /or imposed.
